In December 2015, the Scottish Government published the Strategic Framework for Action on Palliative and End of Life Care (SFA), which set out the aim that by 2021 everyone in Scotland who needs palliative care will have access to it. One of the ten commitments contained in the SFA includes the following pledge ‘we will provide guidance to support Health and Social Care Partnerships with the development of the content of their strategic commissioning plans in relation to palliative and end of life care services’. All Integration Authorities (Partnerships) completed their plans by 1st April 2016. The purpose of this advice note is to inform future iterations of these plans in respect of the provision of palliative and end-of-life care services.
